Tidewater Council of the BSA asked Virginia Outdoor Adventure to provide introductory sailing, navigation and boating safety as one of the activities during their Powder Horn Course. Powder Horn is intended to provide older scouts and scout leaders resources and ideas to enhance the outdoor program.
